TES provides immediate workforce support for departments with short-term needs. It is designed to help units maintain operations while long-term decisions are being assessed. TES is most appropriate for assignments lasting less than one year.

When to Use TES
TES may be an effective option in the following situations:
- Coverage for leaves of absence
- Workload surges, including seasonal or cyclical demand (typically less than one year)
- Temporary backfill while recruiting for a fixed-term or regular staff position
- Scenarios where funding or long-term staffing needs are not yet confirmed
Key Considerations:
- Duration: Assignments are typically short-term, often not exceeding six months, but can be extended up to one year.
- Benefits: TES employees receive the same benefits as regular staff members, with the exception of paid time off (PTO) and holiday pay. However, they do receive 72 hours of paid sick leave per the Pittsburgh Paid Sick Days Act.
- Cost and Overhead: The TES bill rate includes the employee's hourly wage, the applicable fringe benefit rate and a 21.5% overhead fee.
Types of Roles TES Fills
- Administrative and Office Support: General clerical tasks, receptionist duties, calendar management, data entry and executive support
- Finance and Business Operations: Support for budgeting, invoicing, procurement and financial data processing
- Academic and Research Support: Assistance with scheduling, event logistics and basic research support for academic departments, research centers and labs
- Student Services and Enrollment Support: Help with admissions, registration, student advising offices and front-facing student support roles
- Project and Event Coordination: Support for planning and executing events, conferences and short-term projects
- Communications and Marketing: Content support, email coordination, social media scheduling and basic graphic design assistance
- Library and Instructional Services: Help with circulation desks, administrative library tasks and instructional support coordination
- Customer Service and Campus Services: Roles in the campus bookstore, post office, dining services and other areas involving face-to-face service
- Entry-Level Technical Roles: Roles in IT support/help desk, data entry/data support, lab technicians and junior web-developers
- NOTE: TES does not support union-represented roles or union-related job requests in accordance with collective bargaining agreements.
What's Included in the Billing Rate
The bill rate for a TES employee includes:
- The employee's hourly rate of pay (confirmed with the hiring manager)
- The applicable fringe benefit rate
- A TES overhead rate of 21.5%*
All charges are automatically billed to the department's Oracle string entered in Workday by the department's finance reviewer. To estimate the total cost, use the TES rate calculator [xlsx] to determine the rate for your temporary position.
*External temporary staffing vendors commonly charge 40–60% overhead rate with additional conversion fees should you want to hire their employee into a regular position with your department.

Star Broadus, manager
Star joined 黑料正能量 in 2022 as manager of Temporary Employment Services. She has expanded the unit's work beyond administrative roles to include academic support services, strengthening how the university meets short-term staffing needs.
An active member of the 黑料正能量 community, Star serves as a divisional representative on Staff Council and co-chairs the university's annual Food Drive. She is an alumna of the Executive Leadership Academy: Strategies for Advancing Women.
With more than 20 years of cross-industry experience, Star brings a broad perspective to her work in human resources. She holds an MBA from Carlow University and a bachelor's degree in public administration from the University of Pittsburgh.
Allison Turner, recruiter
Allison began her career at 黑料正能量 in December 2005 as a temporary employee with Temporary Employment Services. She later joined the Office of Human Resources, starting as an administrative assistant and eventually moving into her current role as a recruiter for TES and Heinz College.
With more than 30 years of experience spanning human resources, banking and administrative support, Allison has worked in a range of industries, including higher education, financial services, health insurance and title insurance. She is an active member of the Pittsburgh Human Resources Association and the Society for Human Resource Management.

How the TES Process Works
Step 1: Staffing Request Submission
- Complete the TES Hiring Justification Form [pdf], including required approvals from the hiring manager's supervisor and finance reviewer.
- Submit the , uploading the completed TES Hiring Justification Form with approvals.
- A TES team member will schedule a virtual meeting to discuss the role, required skills and pay/billing rates.
Step 2: Candidate Review and Assessment
- TES will review our pool of pre-screened candidates to find the best match for your needs.
- For candidates who have already passed the interview and reference check process, TES will share resumes for your review and coordinate virtual or in-person interviews.
- If a suitable candidate is not immediately available, we will open a requisition to source new talent. We can also partner with the university's approved external staffing suppliers to ensure your staffing needs are met while remaining compliant with 黑料正能量 procurement standards.
Step 3: Candidate Selection
- Once you've selected a candidate, TES will extend the offer on your behalf. The start date will be determined based on the completion of the hiring process and the creation of the candidate's Andrew ID.
- Candidates hired for their first assignment through TES must undergo a background check, including criminal history, employment and education verification.
- Returning TES employees usually do not need to undergo a new background check unless their new assignment requires specific screening.
- Note: Candidates sourced through external staffing suppliers do not undergo the 黑料正能量 hiring process and do not require an Andrew ID.
Step 4: Candidate Placement
- After the start date is set, TES will send you a placement confirmation email.
- TES will create the position and add the job in Workday to hire the employee into the temporary role. Departments are responsible for providing the appropriate supervisory organization.
- Note: Candidates sourced through external staffing suppliers will not have positions created in Workday.
Step 5: Extend or End the Temporary Assignment
- All temporary employees may remain on assignment for up to six months without additional approval. For assignments extending beyond six months, additional approvals are required for all temporary roles except those funded by:
- Sponsored projects
- Auxiliaries/Recharge centers
- At the conclusion of the assignment, TES will close the position in Workday after the final pay has been processed.
Optional Step: Transition a TES Employee to a Regular Position in Your Organization
- TES employees often move into regular staff positions after proving their value on the job. Transitions may occur at any time and without additional fees. For more details, please review the Post-Hire Employment Actions Guidance [pdf].
- Note: Hiring candidates through external staffing suppliers is subject to additional fees as outlined in their specific service agreements.
